Authorities in Incheon are investigating allegations that the director of a residential facility for people with severe developmental disabilities sexually abused 19 female residents. The victims include 17 current residents and 2 former residents.
A university research team, commissioned by Ganghwa County, collected detailed testimonies from the women. Some were able to describe the abuse verbally, while non-verbal residents confirmed incidents through play-based and visual methods. Victims identified bedrooms, sofas, and a second-floor café as locations of assaults and described witnessing others being abused.
According to the report, a woman with a disability in her 40s, identified as B, said, “The director tried to touch me sexually,” adding, “I told him not to, but it didn’t work.” She also said that he made remarks such as, “Let me touch you,” and “Let’s do it again.” Another woman in her 40s, identified as C, stated, “He touched me regardless of whether it was day or night.”

Several victims referred to the director as “Dad.” One woman described how he exposed himself and touched her despite her protests. Some residents even reenacted the assaults non-verbally to communicate what happened.
They identified locations where he allegedly removed his clothes and exposed himself, and made statements such as, “It hurts, it hurts,” and “Dad put his hand inside my pants.” When asked to show what “Dad” did, one resident lifted her top and pressed down with both hands, demonstrating the circumstances of the assault at the time.

Most victims are women in their 30s to 60s, and 13 of them have no family, leaving them highly dependent on staff. Investigators say this dependence made it easier for the director to carry out the abuse.
The Seoul Metropolitan Police Agency has charged the director without detention under South Korea’s sexual crimes law for rape and forcible molestation of a person with a disability. The horrific testimonies have gone viral, sparking outrage among Korean netizens.
